IAD and BWI have capacity already. The issue at DCA is how close it is to

DC that both adds the issues that happened in this incident, but mostly because Congress demands they have routes home every weekend 10 mins from the Capitol. Living in DC, it is also extremely convenient, small where you can get to your gate very quickly, etc.
