He was a Democrat originally, but knew FDR would get the Democratic nomination, so he flipped to the Republicans in 1939. His policies towards US involvement in WW2 were actually very similar to FDR's. They ran on very similar platforms as far as that goes.
After he lost the election, he served in an unofficial role as Roosevelt's informal representative to the British in London.
