the latter being completely acceptable in the current situation
sometimes we can't let perfect get in the way of better. problem is, government (and many corporations) don't understand that and thinks if they spend enough and study something enough they can get to perfect. But they end up getting to meh after spending multiple times as much and taking multiple times as long.
