Those signs absolutely don't help

It drives me nuts every day going 55 in the left lane on 66 behind some white Geo metro with Maryland plates who is literally causing a traffic backup as they pass under those signs three times. And it does not matter how many times you flash them with high beams......and when you finally pass them on the right, they just sit there blankly while they yak away with their cell phone in their right hand two inches from their face.
