You paid $5 more so the county got their piece and the town got theirs. Was amazingly stupid, could be fined for not having the sticker even if you paid your taxes, but paying your taxes didn't get the sticker issued, had to do that separately. Iowa did it the smart way, when you renewed your plates, the fee was your property tax. One transaction, all done.
