I have no question; but I do have a statement.
I did read the article. Every execution method must be used for the first time by some entity and on someone. There is no feasible way to "test it" to make sure it works on humans without actually executing someone. Given the choice between criminals on death row and non-criminals as test subjects, I advocate using the criminals. I am not sure what the writer had in mind.
