it's time has simply pass- you just need to go further east to Harbor East, Canton, Fells Pt, Locust Point and you will see upscale restaurants , hotels, offices, condos that blow away anything in the best days of the Inner Harbor. And is as lively as the hip parts of any big city. Baltimore has always had serious issues and always will. But the percentage of good vs bad hasnt changed that appreciably in the 35 years I've been in the region ..what areas are good or bad have just evolved a bit. So I'd suggest looking around a bit - you'll be very surprised. .
