I would say yes...

I got a letter in the mail from a collection agency informing me that I owe $300 for running a toll booth on a bridge I didn't even know existed. According to the date of the infraction, my car was in the shop for two weeks during that time. I called the collection agency and the license plate number was indeed mine. I thought maybe someone stole one of my plates, but when I checked, they were both still on the car. So I asked the guy if he had a photo of th vehicle. He did. It was a green GMC pickup. My car is a black Mercedes suv. So someone, somehow, duplicated my plate. I went to the dmv and turned in my current plates. They had no explanation for why or how it could happen.
