I believe all public schools have debt limits as determined/recommended by

financial consultants and/or state legislation. Generally public universities issue revenue bonds or other debt secured by revenues from various sources. In FSU’s case I believe the debt is owed by an entity separate from the school/state with donors most likely signing guarantees to pay the debt. Private schools probably have more leeway and risk limits, but they can pledge buildings and other properties to secure the debt whereas public schools generally do not.
