When reviewing the enrollment historical records

It appears Penn State has always been 3 to 4 times the size of tech. Tech really didn’t fulfill its mission of being a large land grant university until the 60s or 70s when significant growth occurred. In 1970 it appears VTs enrollment was about 11,000 and Penn State was 35,000.
