I believe you can find a direct correlation of the increase in

administrative personnel to the increase of government regulations that have spawned over the past 20 years or so related to student well being/welfare and personnel matters. Schools have created additional administrative positions that are charged with dealing with matters affecting what bathrooms to use, what pronouns are spoken, which way you walk on the sidewalk, etc. ad nauseam.
