Two things about your position

One, if a tiered system were implemented early on eventually players would want to be able to break up the system to allow them to independently negotiate their compensation. Two, asserting that the NCAA started this by not doing anything is wrong. It was the fan bases, boosters and donors who wanted their teams to have the best talent by cheating and giving money to players that started this. And their respective schools willingly looked the other way or participated. All IMO of course.
