It has always been scheduled. Back in 1971 the civilians did not
come out in force, the Corp managed to push them off the drill field. One Army company decided to take it further. They pushed the civilians up the hill where intermural sports are played. They did not pay attention to all the civilians pouring out to play. Before they knew it they were surrounded by thousands of civilians. This company of brave souls were completely covered in snow.
