Well ...

Like you said, endorsements aren't salary. But if it were as simple as "you can't cap endorsements", you'd see pro athletes taking endorsement deals from locals-only businesses that far outpace what is normal, as a way to circumvent salary caps. Since that doesn't happen, I can only assume that things are written into CBAs that prevent it, and that they stand legal challenge. Still ... it's going to be an arms race so long as the monied interests are happy to keep it going.
