Not sure the idea is to punish UVA
The last time VT played UVA in Lane before fans was 2018, and under the normal rotation, the next time VT will play UVA in Lane before fans will be 2024, with three VT vs UVA games in Scott before fans in between, so not unreasonable. But that said, I expect next year's UVA game will be played in Charlottesville.
