It can happen. JF resurrected 2 programs in similar fashion.
JF took Penn State, that was ineligible for a bowl and under onerous sanctions, in 2014 and won the BIG championship in 2016 at 11-2 regular season.
He also took a 2-10 Vanderbilt team in 2010, that had maybe 3 winning seasons in the last 50 years (I only scanned the Wiki listing and thats what it looked like), and had them at 9-4 the second season in 2012.
It can happen.
