I think it was a miscommunication between ref and Pry

I think Pry thought the ref was telling him he had to burn his last timeout to avoid the runoff. When actually the timeout called was only the second. I think when Pry declined doing that the ref actually granted the 2nd timeout back and rolled clock. It should have just been a yes..use timeouts and we still would have one timeout remaining to try to gain enough yards for a field goal. We will never know how it was explained to Pry but it was Pry's responsibility to understand the rules regardless.
