The Big XII has worked the RPI/NET system for years

Kansas currently has 21 Quad 1 matchups this year. A lot of the Big XII have 3x as many Q1 games as VT did this year because the 10 teams in the conference are all within the Top 75 or so. How do they do it? (Without looking hard) Don't play the dregs of college basketball, but play Q3 quality or better teams OOC. Quick glance at Duke, the top NET team for the ACC. They are 10-0 in Q4 games. Kansas, on the other hand is 3-0. Basically, they play winnable games against out of conference teams that are on a level more with Georgia Tech rather than UMES or Alcorn St or (whoever is a rank 300-353 team). They win those OOC games and it boosts the entire conference later in the year. The ACC Dir of men's basketball should be contacting every scheduler at the 15 schools and tell them they need more games against less than mediocre teams rather than the putrid teams they play now.
