Because we have 15 scholarships.

He'd be welcome to stay as the third point guard who only gets into the game in an emergency. He won't do it, and we won't end up carrying 15 scholarship players (or at least not 15 decent ones) because we won't be able to get 15 guys to sign up for that deal. We could barely get 13 last year. But the extra spots means that you could conceivably keep Rechsteiner. Or Rodney Brown. Or whomever. If they were ok with taking one of those last bench spots that would guarantee hardly any playing time.
