The offense under this type of system does not require a distributor at PG

He's a PG. He is doing what is asked of him as the PG in this system. He could go to another system and be a facilitator but it would detract from what he does very well. It wouldn't be a sound decision for him. It would be very dumb for the current system to ask him to be a facilitator (at least in the manner you are using the term) so you're saying he isn't a a PG due to a lack of understanding of the system as well as a lack of understanding of what he does well.
