I also wondered the same thing...

But I won't pretend to know the logistics behind that discussion. Just from a general construction knowledge I know tunnels and bridges are very expensive and can be inefficient uses of funds, so it wouldn't surprise me if they felt funds were needed elsewhere for little return. Again, all just a guess...I can't emphasize enough how much I do not know what went into those plans
