How can they limit NIL

When that money presumably comes from endorsements from outside parties? In other words, how can the NCAA and conferences and schools tell players they can’t receive outside endorsements? Wouldn’t that be like the NFL telling Pat Mahomes he couldn’t receive money for doing commercials?
