i bit on this earlier

if a school the doesn't fund football but can generated 30+ in revenue can easily devote 7 -10 million to basketball. Under the proposed guidelines school can max out at 20 million over the entire athletic department. For a " football school "to match a "non football school ( Creighton, Gonzaga, UConn etc) they would fall way behind in sharing to compete in football. Schools like Duke and Kansas might be ok with that but places like VT won't. If they didn't cap it at 20 million, i don't think this would be the case.
