You have to remember...

While it seems like the portal is a one-way street, thats not the case. Wilkins is going to push for a 5th year of eligibility. FSU doesnt want to tie up resources waiting around for his situation to get resolved. If it were a slam dunk he gets the waiver, then obviously you keep him. But FSU, much like VT with Bedford, early on says "hey we will help you out with your waiver however we can, but we have to move on to develop our roster" He has no choice but to fight for the eligibility while in the portal. The overwhelming majority of athletes in the portal are there as a second choice (i.e. the staff needs to move on from them, new coaching staff, etc)
