It is mixed.
Sometimes a dirt mound on a turf field. Sometimes a dirt infeld with a artifical turf pad on the mound where pitchers disturb the dirt. The same goes for battter's boxes. Pitchers and batters like to dig in with their cleats to get a surface that they like. That causes holes to develop in dirt.
The operators of many lower level fields do what works to reduce the maintenance while still trying to maintain a decent surface for pitchers and batters. That means turf mounds and batter's boxes on a dirt infeld.
I have seen many dirt infields with a turf pad on the mound and a turf pad in the batters box. If you have been around baseball much, you see holes developing in the batter's box and the pitching mound because there is not a lot of funds for expensive maintenance. For high schools and municipal fields, there is not much money or expertise to do the constant maintenance required to maintain dirt mounds and batter's boxes, so turf in those areas are a compromse solution. To maintain dirt in these areas right, the dirt needs to be worked on after every game.
Most pitchers and batters prefer to work on dirt, which is more expensive to maintain. Almost all colleges and above spend the money to maintain their baseball fields. VT will send the money.
