It appears that Western Branch LB Vince Hall will be the second of the state's top five prospects to make his collegiate decision.

According to Western Branch head coach Lew Johnston, the Gatorade Player of the Year in the state of Virginia will make his decision tomorrow around noon. The two finalists are Virginia Tech and North Carolina.
