Rule 5.11.2 — Neutral Stalling Covers: Backing straight out Consistently avoiding contact Repeatedly circling away without engaging Using the boundary to avoid wrestling It's a pretty simple concept even at the high school level...."wrestle to the center". The entire stalling framework is in Rule 5.11. Nowhere in 5.11.1–5.11.6 is there: a “shot count rule,” a “most attacks wins the stalling argument” rule, or any language tying stalling to the number of shots. The NCAA does not quantify “aggression” by counting attempts. NCAA stalling is judged by intent and action. Officials evaluate: Are you working to score Are you improving position Are you avoiding wrestling Are you using the boundary to escape action A wrestler can take ten fake shots and still be stalling. A wrestler can take zero shots and not be stalling if they’re controlling ties, pushing action, and staying in the center.
