I have heard that some programs are already ahead of the curve...

Multiple Delaware registered corporations to spread NIL money across more corporations thus, lowering the per transaction dollars. It doesn't get it down to the $600/deal threshhold but it lowers it enough to challenge things in court if Deloitte wants to push things. Also hearing that NIL will indeed be more transactional and will be tied more towards appearances and sales in order to better strengthen a challenge legally.
