Asking the wrong body....

most likely. I am not sure who the appropriate body will be in the future but, the NCAA is on its way out as a body of credibility and seriousness. The members of the NCAA have just about milked all the cover they can from the present executive leadership structure with each puppet being decidedly worse than their predecessor.
