I like the idea of relegation and promotion, and have said it here on many
occasions.
But you need thriving 2nd, 3rd and more tiers to make it successful, with a stout top tier. Let's assume the P2 would be out on this idea since they are secure in their situation. But maybe the ACC, BigXII, PAC and the G5s could combine to do something like this.
Take the best 11-13 teams from the ACC (4 or 5), BigXII (3 or 4) and PAC (3 or 4) and make a top tier. And establish a pecking order after that for the lower tiers, eventually having G5 schools line up behind the top three tiers into a 4th, 5th, 6th...tier.
To minimize controversy where each school starts out, pay schools their normal TV money regardless of tier for the first several years (grandfather), then gradually taper the money to a merit based system (money would then be distributed based on current tier rather than previous conference.
In such a case, the top tier would be comparable to the B1G or the SEC and should get an auto bid and bye in the 12 team CFP.
The initial Top Tier might look like this.
FSU, Clemson, Washington, Oregon, Oklahoma State, and others. It wouldn't have dead weight in it like the SEC and B1G. No Vandys, No Northwesterns.
You could then promote the top 3 per tier and relegate the bottom 3 per tier. Or even have one-game promotion-relegation game after the regular season. I think it would be awesome to give the little guy the chance to move up, and force the bigger schools, some of them who think themselves quite entitled, to earn it on the field.
