Of all those schools listed...
Kansas is the only #1 school from their state. During the last ACC expansion, Syracuse was the only #1 school of the state chosen. Kentucky > Louisville and Penn State > Pittsburgh. Notre Dame isn't a football member. West Virginia would be my first ACC expansion school since they are their state's #1 brand. Right now the ACC only has the #1 football brand in Massachusetts, New York, Virginia, North Carolina, South Carolina and tied in Florida. The Big Ten has the #1 brand in every state that they're located in (New Jersey, Maryland, Pennsylvania, Ohio, Indiana - for state school, Michigan, Illinois, Iowa, Wisconsin, Minnesota, Nebraska and California). So does the SEC except for South Carolina and Florida and those are pretty even (Georgia, Alabama, Tennessee, Kentucky, Mississippi, Louisiana, Arkansas, Missouri, Texas and Oklahoma). That isn't as impressive as the Big Ten's BUT the SEC has better football programs. The Big 12 has the #1 brands in Kansas and West Virginia. They lost Nebraska, Colorado, Missouri, Texas and Oklahoma. Major loses. The Pac-12 has the #1 brands in Arizona, Colorado, Utah (for state school), Oregon and Washingotn but just lost the #1 brand in California. The only #1 state brands realistically available for the ACC are West Virginia and UConn. Neither have large televison markets. WVU has a loyal fan base for all sports and UConn has a loyal fan base for men's and women's basketball.
