If you would divide the FBS schools by state exactly in two.

My 2 relegation and promotion maps. Or...for whatever other purpose you want (such as an NCAA version of the AFC and NFC). There are 138 FBS schools as of now. If you put exactly 69 on either side, these are two ways it could be done while keeping the SEC and B1G as the foundation. The dark colors are existing SEC or B1G states. The light colors are the states that would be attached to them. My plan for relegation and promotion is to have 5 Tiers. 15 on each "side" with 14 games (7 home and 7 away). Champions of the two sides would play in a tier national championship (just 1 game playoff: B1G states vs. SEC states). 138 teams would give 4 tiers. Plus a smaller 5th tier: (9 teams each side). Relegation and promotion would be negotiable. But perhaps 3 teams each year for each side between tiers would give great continuity to the system.
