Nevermind what the latest version says. The danger of this law is that our

ultra-competant gov't will have established themselves as the regulators of college sports through their body of "experts." The rules will change continuously, twice a week, if necessary, until they finally come around to that original purpose. Whatever long-range plans the P2 have regarding realignment will be dead.
