Congress has the authority to pass the proposed "Protect College Sports Act

(or similar athlete-protection legislation) using its constitutional powers, but the bill faces significant legal hurdles. Whether it avoids being a violation depends entirely on how courts balance Congress’s regulatory authority against federal antitrust and constitutional limits So ChemE it’s like the NCAA setting an age of 19 for when the clock starts, it was seconds after declaring, they were sued by several different organizations. So yeah they can pass it, but expect it to be challenged.
