The bill would prohibit expansion for the Power Conferences if passed, but
the fact it could be passed, is making some think expansion will happen so the P2 can get some targeted schools they were planning to get in the future.
Here is what Gemini said on the subject:
How the "Realignment Shot Clock" WorksThe Freeze Threshold: The bill prohibits any conference earning over $700 million in annual revenue from merging or acquiring new members. This specifically locks down the SEC, Big Ten, ACC, and Big 12.
Immediate Effect: The freeze would apply the exact day the President signs the bill. The "You're Screwed" Factor: College administrators have noted that if you do not make your desired conference move before the signing pen hits the paper, your school is permanently locked into its current tier.
Thus though the Bill prohibits expansion, it actually could cause expansion to happen before it passes.
The question for me is, could they pass it with the SEC and B1G against it? The interesting thing here is the co-sponsor Ted Cruz who is from an SEC state is for it because it will hurt many other schools in his state, besides Texas and Texas A&M. Do other SEC and B1G legislators feel the same way? This thing has a lot of potential twists and turns. It could start something that it was trying to stop.
