The bill would prohibit expansion for the Power Conferences if passed, but

the fact it could be passed, is making some think expansion will happen so the P2 can get some targeted schools they were planning to get in the future. The interesting thing here is the co-sponsor Ted Cruz who is from an SEC state is for it because it will hurt many other schools in his state, besides Texas and Texas A&M. Do other SEC and B1G legislators feel the same way? This thing has a lot of potential twists and turns. It could start something that it was trying to stop.
