IF it passes as written, yes I could see a money grab attempt

But I suspect that congress would try to say that expansion must be complete already once this becomes law. And the P2 conferences would sue and challenge that the language does not specify timing or details of when expansion counts. And that would be important because a move of teams would not happen immediately. It would be at least a year long effort and maybe 2-3 years.
