To show you the folly of making a permanent 32 (or 48),

Indiana, if the decision was based on the merits and maximizing TV markets etc. would have been OUT at 32, and possibly even 48 had the decision been made two years ago. This is why relegation and promotion is so important. It keeps everyone in the hunt. There is continuity without permanency.
