in this context. In the movie, Callahan says it twice to his lieutenant - the first time, he's insinuating that his lieutenant is a chickensh_t because he's never pulled his gun, and the second time, he's insinuating that he's an idiot, because he underestimated Callahan. The line is used both times by Callahan to denigrate his lieutenant; he never uses it in a way that insinuates, "a wise man shouldn't undertake tasks that appear extremely difficult or impossible under the circumstances," which is 100% how you're attempting to shoehorn it, it makes zero sense, and just makes you look like you never understood the subtext of a movie line you really appear to like, which is actually kind of sad.
