Probably not because the schools (aka NCAA members) decide collectively
how much power they want to give to the NCAA HQ to enforce the bylaws passed by the various school representatives on the various NCAA committees. In some cases the NCAA committees are their to enforce the bylaws too. If you look at the structure of the NCAA, then you will see it is very similar to how the House and Senate are structured.
FWIW the self-governing format used by the NCAA is no different than what the pro leagues currently use. People seem to think that a pro league commissioner has all this power and can do whatever he/she wants for the good of the league. The reality is that the owners of the league decide how much power they want to give to the commissioner.
Unfortunately, even if the schools decide to use the nuclear option with the NCAA, you can probably bet the structure of the new association will look very similar/the same as the current structure of the NCAA. IIWII
