Not in the spring
No SEC player in the spring portal can transfer to another SEC school to play in the fall. That includes new members Texas and Oklahoma this year. They can transfer to another SEC school in the winter portal and be eligible to play the next season.
The SEC's rules restrict intraconference transfer movement in football to athletes who enter during the NCAA's winter transfer portal window, which ran from Dec. 4 to Jan. 2. SEC players who enter outside those dates – unless they did so via the NCAA's exemptions for postseason play or a head coaching change — would not be eligible for the upcoming season if they chose to transfer to another school within the league.
Alabama took a beating when Saban left. They had a 30 day window where players transferred out with no ability to bring in their own transfers. I don't think anyone felt bad for Bama. The Tide will likely be getting revenge in this 2nd portal window.
