We are 'fostering' a dog...accidentally

My stepdaughter works for a nonprofit that takes care of at-risk people. Recently she was asked by a coworker to help prevent a client from getting evicted. The client's sister was admitted to a hospital after a seizure and he was taking care of her dog, but no dogs allowed. We agreed to watch the dog until she got out of the hospital. She is a good little dog, skittish but friendly. She rapidly became attached to me and follows me everywhere. She gets along with our other dog. She likes to pee on our rugs. Turns out her owner had a brain tumor and had surgery Wednesday. The recovery period is long and uncertain. Also turns out we are the dog's fourth home. At least. She has been passed from home to home and I'm sure that contributes to her skittishness. One of her past owners was abusive. So now we have to decide whether to find a permanent home for her, or keep her. We don’t want another dog but the longer she stays the more invested we become in her future.
