So what happened to Inner Harbor in Baltimore?

Went to an O's game yesterday for the first time since before the pandemic (lifetime fan, but we live 2.5 hours away). Harbor Place was mostly closed down -- the restaurants still there were barely operating. Just a complete disaster -- what happened?
