That sounds wrong to me. You can drink in a boat in Virginia unless you are
tied up in a marina or in a state park around people (i.e. a "public" place). My understanding also, is that a captain can drink, as long as he is under the legal limit and not underway. I don't know all the details of that one, but I think he should have fought it.
