society has a vested interest in a well-educated population
access to student loans is supposed to encourage (or at least enable education for those who want to pursue it)
the problem is that the system isn't set up with enough checks & balances
your thoughts about interest rates based on major or academic performance are one avenue to implement some balances.
another might be a cap on per-student overhead expenses at colleges eligible for participating in the federal loan programs
