Dorothy was an innocent bystander caught up in Oz-ian politics. Glenda was

a witch with a capital B. She was played as the good guy just because she was pretty and polite. But she was manipulative as hell and used Dorothy to advance her own goals. WWotW may have been ugly and mean and was portrayed as a very cinematic bad guy, but from her perspective, her sister had just died and she was simply trying to collect her rightful inheritance of the ruby slippers.
