They are fairly strick IF you aren't in Business class or higher. European
carry on sizes are smaller and generally adhered to. I got a smaller carry on that meets the criteria of most of the European carriers after having to check on... Backpacks don't seem to get the scrutiny of the wheeled bags FWIW.
