Re. gateway drug

It is true that almost no one who uses heroine, meth, or fentanyl got there without smoking weed first. It is not true that a majority who smoke weed end up trying heroine, meth, fentanyl, or something similar. How many joints can a professional bus driver smoke on their own free time? Don't care. How many joints can a professional bus driver smoke before reporting to work? Zero. But to the best of my knowledge, there is no way to delineate between those two scenarios with the testing available to us. And that is what makes for a legal conundrum.
