Using some back-of-the-envelope rough estimates
You want about 1 ton of HVAC per 500 sq ft.
You want about 200 sq inches of return per ton of HVAC.
So for 1400 sq ft, I'd think a 2.5 ton unit and 500 sq inches of return are roughly what you want.
So yeah, 12x24 (or 288 sq inches) seems pretty small. I'd look pretty hard at adding a second return somewhere. I think you'd find a better temperature balance in the house if you did.
