Basically, his theory was that once the whole country is on wind, solar, and nuclear power, we won't need all the oil and gas pipelines. We can just repurpose those to move water from parts of the country with too much to parts with too little. Among many, many logistical things he just didn't grasp, he also didn't understand that that the volume of water a population consumes is orders of magnitude greater than the volume of gas and oil it consumes.
