UH-60 was out of Davidson AAF, on Ft. Belvoir which is a little south of...

...DCA. Due to the tight airspace constraints going into DCA, the AA plane was probably on a ILS approach. The Blackhawk was on a training flight, and probably on the low level helicopter flight route that goes up the Potomac next to DCA. It was at night, so did they screw up and either fly too high or drift over into the approach path of the AA plane? That would be my initial guess...
